This sign was used to protest civil unions for same-sex couples. On April 26, 2000, Vermont passed a law allowing same-sex couples to receive the same benefits as heterosexual couples. Governor Dean signed the bill and it went into effect July 1, 2000.

Context
Dean's Act 60 was an equal education act passed by Governor Howard Dean in 1997. The acted created a statewide school tax that would then be collected and distributed equally between every Vermont school in order to prevent wealthier towns from having better educational opportunity due to their higher rates of funding. Ruth Dwyer was a Republican politician who unsuccessfully ran for Governor in both 1998 and 2000 and subsequently lost to Howard Dean both years.

The paper/cardboard refers to the supporting material of the sign itself (that which was used for the marker) while the wood refers to the poll used to hold up the sign. The paper/cardboard area of the sign was secured onto the wooden poll using staples still present which is what metal refers to.

Green Up Day is an annual event when citizens of Vermont volunteer to pick up litter and trash in their communities. It was conceived of by Governor Dean Davis and started in 1970. This metal hand-painted sign was one of the earliest produced by the Vermont Department of Transportation to promote the day.

Proposal 2 was a suggested amendment to the Vermont constitution that would prohibit slavery and indentured servitude in any context.
